I tried using the same technique that worked before, and did NOT get my High-Class Heels today, like it said I would.
3FB0 was at the bottom of a map page.
I quick-saved inside the Inn and power-cycled.
I re-opened game, and then, opened Sapphire Crater of Gloom, map 3FB0, which WAS at the bottom of a page, I checked.
Then I did Battle Records seven times, like it said.
But I did NOT get High-Class Heels.
Not only that, although, according to the tools, this should be BRIDAL FAYRE WEEK...it said something about Guest Guys Wear Week 3....and it DID offer WEDDING-RELATED ITEMS, in my case I got Wedding Ring and White Wing-Tips...which would normally be for sale on a Wedding Week.
BUT I DID NOT GET THE GODDAM HIGH-CLASS HEELS LIKE I WAS SUPPOSED TO!!
What the hell happened here?
I see, too, that next week is a Bridal Fayre Week 2. So I got a two-week window chance to get the damn things, before they go away for another freaking year!!

I am trying using the Masayuki Map tomorrow. That, too, is at the bottom of a page for me, and it says Battle Records X 6 should get me what I want.
I am currently quick-saved inside the Inn...right after resting for the night, so it is morning in DQ9 land. And I am going to open Masayuki while insid the Inn and immediately do BR x 6 using Select-B method.
And it better as hell gimme what I want!
