I think you can beat him faster than that if you have multiple party members learn Kafrizzle, which causes more damage than regular attacks (even at maxed-out strength) due to his colossal defense power. Kazap also works very well, although you may want to save the hero's MP for Omniheal should the need arise. Also, here's a silly little picture I made, using the official DQ3 strategy guide as a base.

Well, that'd work, as would gaining more levels for greater HP (I 'lost' a couple rounds in there because one of my mages died and I needed a few rounds to get back into the groove). Turning my Theif into a Sage would probably be good, too, for another party member with oomph/kabuff/kafrizzle, even if he doesn't end up attacking very often.
I find that an Ooomphed party member does about as much damage as Kafrizzle (probably a little more for my martial artist, since he's got the high critical rate...), and that lasts for a long time.
My general strategy is:
Hero (w/ Destructiball and Glombolero): Casts 'Kazap' until he runs out of MP, then attacks. Martial Artist (w/ Beast Claw): Attacks every round. Theif (former Priest): uses Insulate, Kazing, or Sage's Stone when necessary, otherwise attacks. Ends up healing most rounds. Sage: Oomphs Martial Artist (and Hero, when hero gets to physical attacks), then heals/casts Kafrizzle.
Both the Theif and Sage have maxed-out agility, which helps, but there's still a chance Xenlon will move before them.
I also might be able to get under the 25 just by trying a few more times until I get lucky- the 27-turn run had several rounds lost when a party member died and I needed to concentrate on bringing myself back up to speed before I could start attacking again.

DQ 7 & 8 remakes have been confirmed for the West.
