They don't ever explicitly say this in FF4 DS, but it seems that the pretty clear implication from a number of scenes is that Kain is also in love with Rosa, and Golbez is able to control him by exploiting his jealousy of Cecil.
Just out of curiosity, is this thread visited at all in Complete Collection or the other offshoots?

The love triangle between Rosa, Cecil, and Kain is briefly explored in Kain's trial in the Lunar Ruins (GBA and PSP versions only). Also, when Kain acts as Golbez's sidekick and Rosa is their captive, Kain says something to her about how he's better for her than her "sweet Cecil". (This line was in all versions, as far as I know, including the shoddily-localized SNES original.)
A somewhat similar relationship dynamic exists in "Live A Live", another Super Famicom RPG created by Takashi Tokita. Straybow secretly grew jealous of his dominant companion, Oersted, so he betrayed the knight and ruined his reputation. However, unlike FF4, Princess Alicia (whom Oersted once set out to rescue) was actually in love with Straybow, and resented how Oersted would always overshadow Straybow. Perhaps this late-game plot twist was inspired by Tokita questioning what FF4 would have been like if Kain and Cecil competed for Rosa's affections and eventually became arch-enemies.
